Samsung recently rolled out the same fix to the Galaxy Watch 4 series LTE models as well, with the sixth One UI Watch 4.5 beta update. So this appears to be an issue with its software.
One more thing. Today I tried 'JIO'( an indian telecom company) 4G sim in my mobile phone and added it's 4G LTE services on my galaxy watch through galaxy wear app. Now I am getting data signals on my watch and can play YouTube etc and other data services independently of my phone data.
